2007 Priorities and Objectives
Priority
1:
Provide direct representation through alternative dispute resolution,
negotiation, and administrative enforcement to persons with disabilities
who are ineligible for other federally funded protection and advocacy
programs.
Activities:
A.
Provide direct representation in complaints of housing discrimination
to tenants and applicants of federally subsidized public housing programs.
B. Provide direct representation in complaints of limited housing options
to individuals with disabilities in residential treatment settings who
are ineligible for services from the Colorado Long-term Care Ombudsman
Program.
Need:
Through
client feedback, through advocate feedback, through communication with
other legal service providers, and through input received from individuals
with disabilities, we have concluded that there is a group on individuals
with disabilities who will benefit from our intervention. We have also
determined that such individuals would be unlikely to receive any assistance
or representation without our intervention.
Priority
2:
Provide training and technical assistance to persons with disabilities
who are ineligible for services from other federally funded advocacy programs.
Activities:
A. Provide
advice, guidance and enforcement referrals in complaints of discrimination
regarding private housing, post-secondary education, public accommodations
and government services.
B. Provide ADA and Fair Housing training to groups of individuals with
disabilities and disability organizations.
C. Promote inclusion and self-empowerment through articles, newsletters,
and other publications.
Need:
Through
client feedback, through advocate feedback, through communication with
other legal service providers, through communication with the state civil
rights division, and through input received from individuals with disabilities,
we have concluded that there is a group on individuals with disabilities
who will benefit from such advice, guidance, referrals, and training.
The above-mentioned feedback makes it abundantly clear that education
and information helps individuals and advocates, as well as service providers,
to comply with civil rights laws. This use of education and information
helps to ensure that individuals with disabilities are self-empowered
to gain equal access to all areas of public life.
Priority
3:
Provide opportunity for public input and involvement of individuals with
disabilities.
Activities:
A. Publish
prioritized goals and objectives and invite public comment in The Legal
Center's newsletter, Mainstream.
B. Solicit client feedback regarding services through the mailing of evaluation
questionnaires following case closure.
C. Solicit statewide client and advocate feedback regarding needs through
the delivery of questionnaires.
Need:
Through
client feedback, through advocate feedback, through communication with
other legal service providers, and through input received from individuals
with disabilities, we are able to determine what specific services are
needed. We are also able to determine what services are already available
or unavailable in the state.
Public input is accepted via the client questionnaire, and has begun
to arrive via the HIV/AIDS questionnaire and the general legal needs questionnaire.
Disability-advocacy entities are invited to identify specific issues of
concern for individuals with disabilities in Colorado.
